Thanks for the feedback, If I take the seal off it works fine. The body shop says it the seal. I will take a read of the info.

Theres also a drive cable clutch adjustment, which I never got around to documenting.
Also it may be time for a good cleaning and relube. If there is too much resistance (friction or broken parts), the drive cable clutch will slip. If I recall, the lifting operation requires a little extra torque and more prone to not working if the adjustments are not right.
