Your mechanic is speaking the truth. To effectively repair you challenge calls for at least the removal of the dash pad and cluster. The R&R on this is about 8hrs. This just exposes all the vacuum system and heater box. Inside the heater box is the heater and evaporator cores as well as the motor. If he needs to go into the heater box, then you are talking about another 10 hrs. While you are in there you might want to consider replacing the heater and evaporator cores. With that plus parts, your system will properly work. I know this as I lost an evaporator core in my car. Good Luck.
